You can create a template from any publication by saving that publication as a Publisher template file. You can also download an existing template, make any changes that you want, and save the file as a template that you can use again. Note: If you do not see your template listed, you may not have saved it in the default template location folder. If you saved a template to a location other than the default template location, you need to browse to the location where you saved it and open the template from there, or move it to the default template location on your computer.
In the Save as type box, click Publisher Template , and then type a new name and optional category for the template.

It should ‘activate’ the web tab in Publisher This template will activate the web tab and you can work with it as you did all web templates in Pub and older. With all this said the handwriting is on the wall. You and your students should be moving away from building your site with Publisher. As I said, as of Pub they stripped away the ability to insert an HTML code fragment which is an essential tool to build anything but the most basic site. I imagine this functionality is further deprecated in Pub MSFT Web Expression is now free and is a full standards compliant web program but also has a huge learning curve.
It is over kill for most people that have used Publisher to build their sites. You might also look at WordPress which is also free. Even your web host probably has a free copy and templates are available that look like traditional web pages or blogs. Download the free starter version which may be all you and your students need and within a couple weeks Serif will start emailing huge discount offers on the newest full version. And look to your web host for a free web building module for basic sites.
